Summary

0000053: normalize-command is not working

Description

After upgrading to 6.15.00 normalize-command stopped to work.
I investigated code and found that during big rewrite of tw.parse.c this bugg appeared.

I also found that this problem was mentioned in 0000033 ("The patch will also fix another problem that the return value of `cmd_expand' was wrongly inverted. This would block `normalize-command' from working even after the first bug is fixed.").
But it seems that problem is not fixed since 6.14.05.

I'm attaching a patch against 6.15.00 to fix this.
